Overview
Surescripts powers the nation’s leading health intelligence network, connecting over 2 million healthcare professionals and organizations. The company’s purpose is to serve the nation through simpler, trusted health intelligence sharing to increase patient safety, lower costs and improve care quality. Within this connected ecosystem, fast and secure identity verification plays a critical role in safeguarding patients, providers, and the integrity of the healthcare system.
To further strengthen its defenses, Surescripts set out to modernize identity verification for Surescripts Network Alliance participants––replacing its cumbersome legacy solution with CLEAR.
“Our partnership with CLEAR is another example of how we are safeguarding the Surescripts Network Alliance to protect personal health information and patient safety and remain committed to providing innovative digital identity verification and reliability at scale.”

The Challenge
In 2024, a record 259 million patients had their health data breached––nearly double the 136 million impacted the year before1. At the center of many of these breaches is a single point of failure: identity. When identity is compromised, everything else––data, dollars, and trust––is on the line.
For Surescripts, the challenge was twofold:
- Combating identity theft at scale: Traditional methods like knowledge-based authentication couldn’t keep up with evolving cyber threats.
- Enforcing IAL2 compliance across the network: Surescripts needed to enforce NIST IAL2-level identity verification across its network, and their previous solution created onboarding friction and failed to meet usability expectations, resulting in user drop-offs.
The Surescripts team needed a modern solution that delivered stronger security and a better experience.
“Our partnership with CLEAR is another example of how we are safeguarding the Surescripts Network Alliance to protect personal health information and patient safety and remain committed to providing innovative digital identity verification and reliability at scale.”

The Solution
To improve security without compromising care, Surescripts partnered with CLEAR to build an advanced identity framework that meets NIST IAL2 standards—a federal benchmark for strong, reusable identity proofing in healthcare—and maintains a smooth provider experience. IAL2 is more than a technical requirement; it’s a foundational credential that’s recognized by organizations like The Joint Commission and supported in proposed federal rules for Electronic Prescribing of Controlled Substances (EPCS).
Unlike most IAL2-compliant solutions, which often require multiple documents and confusing steps, CLEAR verifies providers with a strong government-issued ID (uploaded only during the initial verification), facial biometrics, and back-end data corroboration. A quick selfie replaces the previous slow, error-prone, and multistep process. It’s faster, simpler, and still meets the highest standards for security and NIST 800-63-3 IAL2 compliance.

Why CLEAR?
CLEAR significantly outperforms legacy verification methods, driving higher pull-through rates and helping more providers successfully complete account creation. This looks like faster onboarding, fewer drop-offs, and more secure access to the tools and data that matters.
Beyond the technology, CLEAR offers unmatched scale and trust:
- Proven security: 15+ years of experience in highly regulated environments like airports.
- Built-in privacy: CLEAR never sells personal data and collects only with consent.
- Trusted by millions: 89% of people associate CLEAR with security and reliability.2
- Growing network: Over 30M existing users can onboard instantly with any CLEAR partner.
The success of the program reflects a shared commitment to IAL2 standards, ensuring that only verified individuals can access sensitive data and services. Unlike alternative legacy methods that rely on knowledge-based questions or device verification, CLEAR simplifies the process through biometric authentication, source corroboration, real-time backend checks, and a reusable digital identity.
What’s Next
"With CLEAR, we’re enhancing the security and efficiency of provider access, which is foundational to ensuring better, more informed care. And because this IAL2-compliant identity is reusable, it sets the stage for future use cases across our network, from clinical messaging to secure credential recovery."
— Judy Hatchett, Vice President and Chief Information Security Officer, Surescripts
The Big Picture
With CLEAR, Surescripts is reinforcing trust, strengthening security, and setting a new standard for identity protection in healthcare. By implementing IAL2-compliant identity proofing, it's securing provider access today while laying the groundwork for interoperable identity across its network tomorrow.
"Ultimately, it’s not just data we’re protecting, but patients. With partners like CLEAR, we can validate that the people who care for them are who they say they are."
